Once again I gotta ask how can you tell which is which? Both appeared in both outfits so that's out!
Going by how we tag superheroes, we tag all images of the character with both their real and hero name(Tony Stark-Iron Man, Bruce Wayne-Batman, etc) unless we can be sure it's a different character in the superhero suit(either by cosplay or multiple characters canonically sharing a same moniker), I think we tag all of them with Akai Haato, but tag Haachama only when the differences can clearly be made(crazed expression/commentary).

Haachama is currently aliased to Haato though, so that'd have to be changed if you want to start tagging them separately

Well how do you differentiated tags like crazy eyes instead of angry or smug eyes or drunk eyes then? It's ultimately subjective and we have a ton of subjective tags like that. You can always just go for the "if you're not sure, then don't tag it". But generally I'm saying is the image warrants a Haachama tag if the craziness is emphasized somehow, be it in the expression, the atmosphere, eating or cooking weird stuffs, is saying crazy stuffs or is outright called Haachama within the commentary.
This image for example has an otherwise mostly neutral expression, but the bloodied knife and the commentary explicitly points to Haachama. Then there's also This which contains both Haato and Haachama, while Haachama again has just a "smug" expression rather than "crazy", the intent is clear that they are meant to depict 2 different characters. So if we have separate tags for Mutou_Yuugi , Yami_Yuugi and Atem , I don't see why we can't have Haato and Haachama. The Yuugi tags also aren't all accurately tagged either, btw, so just because it can be vague or be mistagged certainly doesn't mean we couldn't use these tags.
