that's cuckhold, not NTR. NTR is CHEATING with the intent of causing emotional stress.
That's...also wrong.
NTR isn't cheating in essence cheating is cuckolding.
NTR is when the target of the MC affections is taken by someone else intentionally with the sole intent to cause emotional and pyschological damage to them and with the one initiating it doing it for the twisted emotional high it gives them when they feel superior by taking something away from someone.
So most likely the one initiating it is likely most of the time a very sociapathic and narcissistic person.
And largely with an entirely unreciprocated target usually involving raping said target of the affections until mind broken.
But yeah if the translation is as that guy mentioned then this isn't NTR it's just cuckolding or some weird form of NTR play.

I'd say you're generally right but there's even more. At the end there it looks like you're starting to describe Type B or C NTR.
Type A NTR: The heroine is willingly cheating on the protagonist with another guy and enjoys every second of it. No rape, blackmail, drugs etc. involved, it's consensual sex from the very beginning.
Type B NTR: Initially, the heroine is raped, blackmailed, drugged or otherwise tricked to have sex with someone other than the protagonist. However, she eventually starts enjoying it and the sex becomes fully consensual in the end.
Type C NTR: The heroine is raped in front of the protagonist and he can only helplessly watch it. It's non-consensual from start to finish.
box says somehthing like "At the request of Tsuneo-san, she will have sex with a strange man." so i am tagging netorare
That's netorase ("causing to cuckold"). Sometimes abbreviated NTS, but that's far less common than NTR as an abbreviation.

(Definitions from vndb)
Oh well...
Fundamentally, it's just basic Japanese grammar in play. The basic verb is ๅฏๅใ/netoru, or "to cuckold" (lit. "take in sleep"). You can change it into a 'pseudo'-noun by taking the 'masu' verb stem (AKA the continuative ren'youkei form), forming ๅฏๅใ/netori, "cuckolding", that is, the act of cuckolding. This is similar to how gerunds are formed in English, like "swim" to "swimming", andโyou just saw itโ"cuckold" to "cuckolding".
Netori thus describes the act of cuckolding. It's also porn/fetish trope for when the viewpoint character/actor cuckolds someone. Netori can be abbreviated as NT, though this abbreviation is ambiguous so most people will not know netori is being referred to unless the discussion is specifically about, well, porn. (And likely not even then.)
If you take ๅฏๅใ/netoru and conjugate it into the its passive form, you'll get ๅฏๅใใใ/netorareru, "to be cuckolded". Its verb stem is ๅฏๅใใ /netorare, "being cuckolded". Thus, analogous to netori above, netorare describe an 'act' or state of "being cuckolded". That's all there is to is. No need to define genres or any such, someone gets cuckolded (implied to be unwillingly by the passive form in this case), it's netorare, plain and simple.
Likewise, in porn/fetish media, netorare is used for when the viewpoint character is being cuckolded. That is, the viewer is supposed to see themselves in the shoes of someone being cuckolded. (Oddly, unlike other genres or works of fiction, the viewpoint character here doesn't even need to make any significant appearances. Or even be a character. The husband can be mentioned in just passing, or just by implying that the lady is married, and that's all that is needed for the intended audience of the genre to insert themselves into those shoes) This genre is also most infamously abbreviated as just NTR, an abbreviation that most people will know and recognize even if the subject material isn't about porn.
Now, going back to ๅฏๅใ/netoru. Conjugate it to its causative form; you'll get ๅฏๅใใใ/netoraseru, "cause to cuckold". The stem is ๅฏๅใใ /netorase, "causing to cuckold". Now, the "act of causing to cuckold" is a strange thing to say in 'normal' conversational Japanese, but as a porn/fetish trope it refers to a husband who has a kink of making his wife sleep with other men. Or a pimp who whores out his girlfriend/wife to other men for cash and/or favors. Basically, the viewpoint character is "causing" his significant other to "cuckold" on him.
(Or her/them/[insert PPP], that technically works too, but gender roles tend to be less fluid in Japanese media.)
So what Tsuneo is doing above is netorase. Note that this term can also be abbreviated as NTS, though this isn't a well known term (unless you're searching for JAVs or something), though it is less likely to be mistaken for something else compared to NT.
Of course, technically speaking someone who is NTSing is also being NTR'd, but since usually the passive form (here, not necessarily elsewhere) conveys a sense of being unwilling (of having no say in the matter), and that the term NTS is also being used to describe the more specific 'kink' here, stuff labelled NTS are usually not considered NTR.
Anyhow, the word netorare and its abbreviation NTR are prominent enough to be used outside porn/fetish discussions. In anime/manga/game subcultures, both terms are often used to describe the metaphorical act of "cuckolding", even if actual "sleeping" is not being involved (or implied). So, somebody's GF or crush jumps ship for someone else (or even just losing interest in favor of someone/something else, even if the second relationship has no romance involved whatsover), it's NTR. Some Papa Wolf or Mama Bear's child hitches up with another person, or even worse elopes away? NTR. Onii-chan gets a girlfriend? NTR. Pet cat/dog/hamster/etc. leaves your side to lick somebody else's hand? NTR. Your personal mech gets salvaged and commandeered by another pilot? NTR. And so on.
Though for Danbooru purposes, 'metaphorical' NTR probably shouldn't be tagged unless the 'trope' is being specifically invoked by the author. Characters whining about being NTR'd, NTR being mentioned in the title, using language and conversation evocative (read: cliched) of the NTR genre, the word NTR being subtly inserted into the scene (e.g. as part of a mech's OS/avatar screen *cough*), stuff like that.
TL:DR: Image is NTS (netorase), not NTR. NT (netori, "cuckolding"), NTR (netorare, "being cuckolded"), NTS (netorase, "causing to cuckold") are all derived from the same verb meaning "to cuckold", just conjugated into different grammar forms for the active verb (NT), the passive form (NTR) and the causative form (NTS), respectively.
