Idomiral admits that he gave a ring to Graf only and that it might had be a bad decision because those rings are pieces of equipment to make a shipgirl's abilities go beyond their limits, so now I see it happening that he'll give rings to other shipgirls to bolster the naval base's strength, while ordering a real and expensive ring only for Graf as proof of his love.

I have no problem with harem route, but you have to consider that Ido choosing this direction of the story right after that flashback arc of drama and fluff is most likely his way of saying "Idomiral may be popular with the ladies, but Graf is his one true beloved and their love has been built/ genuine since their first meeting."

The mere fact that the harem route was first suggested by Pinchy makes me think that Ido goes for the One True Love route. That's why I too see him giving rings to other shipgirls but purely out of combat practicality, while make a real ring for Graf to show that she and no one else is the one he loves.
