    Well, for someone to decide she would act nice but then drop the act on an action,
    I say that person on the other end has quite the problem.

    Or you know his a very decent person and this Fubuki is nice to him in general and public but privately really hates him for some odd reason.

    That can be the scenario as well.

    Having been the "decent" but "averagely normal" guy back in my days as a student,
    I'd still say the one on the receiving end has quite a problem on his hand too.
    He'd need to be working hard on it without knowing and actually misunderstand others' intention to a certain extend to be this hated.
    Even if the reason was odd.

    For once, just up and propose for marriage is itself a problem.
    People propose after being quite sure of each others' feelings. This is not about being lovers, it's marriage (even if it's "provisional").
    And he just decided that he should propose without ever asking if she was ok with him showing affection. And was even conceited enough to call it a "present"/"gift".
    If that's not a problem, I don't know what is.

    Even if you didn't mean it, people can take your words and actions for the worse.
    Being on the end to be told things that were inappropriate as jokes isn't fun either, let alone an out of place proposal.

    Anybody who reacts like that in real life and even in fiction would be someone you would recommend to a get a bit of help as they may have some emotional baggages that they should really get off their chest at that point.

    Because that doesn't give them an excuse to behave like this all of a sudden just because they got surprised and didn't really like either the reason or cause of it.

    If anything it just paints them in all sorts of nasty colors.

    But in this scenario it just sort feels like something that was done just for the sake of doing it.

    Or in other words something the artist just did for the sake of showing it.

    If there was something there that said "I'd expect her to say yes" or "I know she'll say yes" then yeah I would agree.

    All the text implies is that he and Fubuki had a great relationship so far and was gonna propose but no mention of him expecting her to say yes or him insisting she'll say yes.

    Which is you know ignoring the second part of that statement is the basis to all proposals.

    They've had a good or great relationship so far and popping the question to see where it goes from there.

    Again it's Fubuki that's being made to have an absurd reaction here just by request nothing builds up to this admiral being a shitty entitled person who thinks he'll get a straight yes.

    So seriously where is it implied his entitled there?

    He did not say he expected a yes.
    But the fact he decided to propose at all was quite a problem.
    This is not a matter you decide in 1 or 2 moments, but needs a period of time to figure out, no?
    Then, if he did the decision in a brief moment, he is indeed entitled.
    But if he thought about it and decided to go on with the plan, basing on his reaction, he did not expect rejection to that extend.
    This in turn shows he at least expected something (well, duh) but absolutely not this rejection.

    Go on with the expression of Fubuki forced smile in the first panel, it's seems to me she was putting up with some shenanigans she didn't like, at the very least.
    Well, putting up with something because acting up against it doen't worth it is something I would expect many people experienced, might just be me.
    But if it did indeed take a long time for the admiral to propose, it would be a really long time, and should him not finding Fubuki's expression strange, she must have had that expression for a good proportion of that really long time.

    In this case, Fubuki becomes one to have been very patient and I would say she sacrificed a lot for something, work, the other girls or anything since, and I stress, no one thought it was worth it putting up with this guy.

    Then, as the last straw, he calls giving Fubuki a ring for propossal a "gift".
    Sounds normal, but if a person consider something you need approval from the other party a "gift", I would say his or her action was not a 'proposal" but a "bestowal".

    100% just me reading too much into this.
    And 80% sure that this isn't the norm. I'm aware of that much.
    But even so, for a person who "was the only ally" to go and curse the one she was trying to stay as an ally to to death, the situation is at least very fucked up.
    She going off on 1 to 100 is one thing, but the other guy would at least have problems too, even if it's not as bad as I am saying it.

    I don't intend to argue about this, since I'm aware this is only me on this situation and very likely me reading too much that I'm wrong about this.
    But well, that's my chain of thoughts.
