Uchimizu. Sprinkling water on the ground like that is a Japanese tradition. It makes a hot area feel cooler, makes it harder to kick up dust on paths, and even has a ritualistic aspect to it.

Would be fun if it turns out Jo'on would help Ichirin with her moonlighting drinking habits in exchange for help with escape!
