About Haato, Kanata said she wanted to take a rest for a while because between Coco and the lack of recent ideas she decide to take time to sort things out.

I have a feeling Coco did this so she can work on being the manager of Hololive English gen 1 and more. on a more wilder option is that Coco is swapping with A-chan. A-chan becomes an Idol and Coco becomes a manager.

Thats from the pieces of info i could garthered from clips and streams, and statements from others. I also agree most things are gaps who has be filled as well, so yeah! most are also speculations either positive or negatives... but still speculations at the end of the day.
What I think happened, based on the bread crumbs I've managed to gather;
1. China/Anti's had nothing to do with it. 2. Coco had ideas, management shot them down because... 3. YT's policies are effectively restricting them from what they can and can't do.
So Coco decided to go independent where she'll have more creative freedom. Also, she won't become a manager/staffer, will still live in the "HoloHouse" w/ Kanata, Suisei, and Anemachi for the foreseeable future, and won't become a taboo subject within HoloLive.

As an update, I am now thinking that Coco might jump over to the Twitch platform where the rules are much looser and Coco can do more of what she wants. I wouldn't be surprised Yagoo is working with Coco in this so with her help, he can when it's time move Hololive in mass transition hololive off of YT and onto another site seeing that YT is becoming a shittier place to work on.

It's much more likely that the anti's made Cover restrictive on what Coco was allowed to do. They didn't want her to give the anti's ammunition to stir up drama. IIRC on the chatting stream right after the grad announcement for a moment she said something about "if that didn't happen..."
it also makes a bit of sense in that everyone else was allowed to collab with EN but she wasn't. She uniquely had that restriction.

It's also possible that Coco herself just doesn't plan on going that long in Hololive from the start, since Coco only mentions something about only wanting to be a manager is true. Since Hololive vtubers are getting pretty popular, she wants to know more about the industry and the tech needed for it.

More details were elaborated in a different talk stream. 4. Coco caught herself mentally slipping into the "dark side". She noticed other Hololivers were getting opportunities outside of the standard Hololive ecosystem and she wasn't. She quickly caught herself and pulled out of that downward spiral, but it also contributed to her decision to graduate.
In short, I think she felt like she becoming a golden cog in the machine. She may have been made of gold, but ultimately just a cog all the same. So she decided to leave it all behind to pursue her own goals on her own terms.
