Hidden pun here: france in katakana=furansu, flan's in katakana=furansu. France is flan's in this picture(which is creepy because flan is older than france by hundreds of years).

Eh? France (the country) is way older than Flandre (who's only 500 years old)

France = フランス

Flandre is also named after the northern section of Belgium, where both Dutch (or rather Flamish, a variation there of) and French is spoken. This also connects Flandre to Hetalia France.
