They swapped out the the 英 in 英国 (Britain/United Kingdom) for 榮. Both are pronounced the same, so it's kinda like saying "Ingerland" or "Beetain".
Interestingly 榮國 is written in Kyuujitai (old non-simplified character forms). Though this use isn't too unusual in anime/manga/game-related fiction for country names.
