The general gist:
Most shipgirls can be remodeled once to improve their performance.
Yuudachi can be remodeled twice (implicitly she has already been remodeled once) for an even bigger performance boost.
But they aren't many shipgirls who have been remodeled twice yet, so there is some unknown risk involved.
For Yuudachi in particular, the history of her ship self is filled with many "ambiguous gaps" (see First Naval Battle of Guadalcanal from the Japanese perspective), further increasing the risk.
Should the remodel process be successful, Yuudachi will receive a massive increase in power, but Akashi also speculates she has a high chance of losing her current (pre Kai) sense of self (implicitly because of the "ambiguous history" point raised earlier).
Additionally:
The Admiral is pressured by HQ to go through with the second remodel (as Akashi reminds him).
Yuudachi has been struggling with the recent increase in number of Abyssal forces. She is also a hard worker and would rebuff the Admiral's suggestions to "rest".
So, dramatization of the Kai 2 process, particularly for shipgirls that go through a dramatic change in personality and appearance like Yuudachi Kai 2.
