Ooh, I had one of those kinds of flashlights when I was young. Unfortunately, as I remember, they weren't very bright.
Its a very standard design used for US military training. Cheap and not particularly useful, but easy to replace. When you unscrew the bottom section, there are different color lenses you can put in the top. I think I saw an LED retrofit kit one time, but I'll bet it still eats D cell batteries like candy.

I don't think mine was of the military variety, and it doesn't have different colored lenses, just your regular yellow spot in the middle.
