    For some reason, the city in uproar

    The roads were blocked (post #809284), so the sisters decided to take the train. Yet they weren't running either.

    Younger sister with bike shorts: "It looks the trains are no good too."
    Older sister with ponytail: "I wonder what happened... ah!"

    Judging by the seat and sign I'd say they're at a Train/Bus/whatever station, and it's fairly high up. There's an antenna and some dishes on a nearby building, and those normally only go on rooftops. I'd say they're 2 or more storeys up.
