Well I was believing that too, but after checking pixiv tags which included: BL, Directed to Fujoshis, and Yaoi, I had to rethink my opinion about this picture.
In the episode where Spongebob get's his license, titled No Free Rides, his Date of Birth is printed out to be '07-14-86'. It is only there for about a second, but if you look quickly (or freeze a DVD, etc), you can see it.
Using the episodes air date and the date of his birth as a measure, Spongebob at that time would be about 15-16 years old. However, as Spongebob doesn't seem to age, and as he has later made hints to being much older (in his mid 20s), its really up in the air to what his actual age is.
