it's a shaker commonly seen in japanese school cafeterias. It's like salt and pepper shakers but with a lid in case of it being knocked over. The inside i'm assuming is a type of pepper. It's flakey but i'm not sure what it is exactly. I don't usually use it. srry

Basically red chili* flakes with six other added ingredients. Sansho pepper (similar to Sichuan pepper), ground dried mandarin orange peel (sometimes yuzu) and black & white sesame seeds are near mandatory staples. Hemp seed is also nearly mandatory (yes, cannabis seeds, but these have nearly no THC and are roasted anyway). Other common ingredients include ground ginger, perilla (green or regular), nori flakes and... *ahem* poppy seeds.
The last one might have enough opiates to trigger drug tests if you eat enough of it (or if it's one of those stupidly sensitive tests). Like eating poppy seed bagels, basically. But far less poppy seeds.
Yes, this thing can have both cannabis and opium seeds in it. No (appreciable) narcotic effect though, but miiight land you in trouble if you bring a bottle into Saudi Arabia or something.
