Their isn't always a connection the artist just wanna pair them,Also Shion and Tenshi are seen together very often.

They became friends in AoCF, hence the almost 400 posts under hinanawi_tenshi yorigami_shion. Tenshi possesses exceptional good fortune due to being a Celestial, so she's immune to Shion's misfortune aura.
