He's moving at a speed that defies reality. It's call, a Chuckspeed. The only thing you can see of him are white clouds which are created when ever he past.

Instead of silly pondering over who would win, the first thing to pop into my head is "Does Eggman have a rival in the race to get the chaos emeralds?"
Of course, I'm talking about Marisa and/or Reimu here.
But mostly Marisa.
BTW, I'm assuming Youmu and Shadow are ahead of those two. Like, far ahead.
Also, what the hell does Chuck Norris have to do with anything? Pretty sure even Cirno and "Big" could beat him in combat AND in a race.
Do note that Aya has one advantage over Sonic: she can fly. She can avoid all the dangers and obstacles Sonic usually bumps into and keep maintaining her speed. Sonic will have to frequently slow down to make turns, dodge stuff, blow up Eggbots etc.
So it is possible that Sonic is faster, but Aya would still win since she can just fly over the obstacles in a straight, fast line while Sonic has to zigzag around on the dangerous course, making him lose a lot of his potential speed.
In the end, Aya would reach the finish long before Sonic does, just because she can fly miles above possible dangers and obstacles.
And yeah, Eggman would probably try to screw over Sonic throughout the entire race. It might not be fair, but Aya would still win in a typical Sonic-style situation.

You forget - if Sonic goes Super Sonic, he gains the ability to fly.
I'm putting my money on them getting interrupted by something or other, teaming up to take on some common threat, and never getting around to finishing the race. That's how these things usually go.

Keep in mind that miles above the ground would entail a longer distance to cover and if sonic 'could' go faster, which I'm willing to bet on in all honesty, he's pretty damn nimble as well and I'd count on him being very skilled in avoiding said slowdowns. But even so, should he have his extra speed over her, it'd at least even out some. And that's IF he runs into obstacles. Plus, Aya would probably be damned if she's winning a race of speed unfairly.
