It's because Reimu is completely broke and runs a shrine that no one goes to. That's the number one reason why she's so mean anyway.

Well you need little girl skills to beat games though, all of them are pretty easy
(but that Mokou in "Imperishable night" extra level... ressed more like a roach than some kind of phoenix, also sadly played it in moonrunes so dont know about the story and game was too easy to ever look for translated patches or vers)

Even then, she was still alot nicer in the PC-98 verse. It almost feels liked she finally cracked in EoSD and just gave up on trying to be nice.
