All jokes aside, I never tried putting water into a cup noodles and then put it in a microwave. Is that safe? But I did heated up a bottle of water and then poured it in the cup once so I guess the other way would work too.

it's safe, I tried it. However, the noodles are harder than pouring hot water into the cup
How does that help at all even a little bit? The danger of raw eggs comes from the potential for salmonella, which (if it's there) is present in the egg itself. I don't know what you think it is, but it has nothing to do with, like...dirt on the outside of the shell or anything. The reason cooked eggs are safe is because the high temperature kills the bacteria.

I always use a microwave oven to heat up the water vs some specialized heater. Get it from the hot water tap it's already 120F then nuke it for 2 minutes and it's boiling.
Though I did nuke the whole cup a few times but you got to be careful as it can boil over and make a mess and then you have to take out the glass plate and clean it.
