Yamame is loitering around his store for days on end without buying anything and she refuses to leave when he asks nicely, so, yes, he actually is justified in being a jerk towards her. She's lucky he doesn't sic Reimu or Marisa on her!
Don't know why he was rude to Youmu though, but his words imply she's a frequent visitor who also does not buy anything, so I could see where he gets annoyed.

The first time Rinnosuke met Youmu, his house was freezing cold in the wintertime due to an overabundance of ghosts attracted to a lantern that Youmu had lost and Yuyuko had subsequently sent her to find. Of course, Yuyuko had to activate it's power to help her find it, indicating that she knew where it was the whole time. She had used Rinnosuke to teach Youmu a lesson. I'd be worried to see her again, too.
