Probably because it's hot outside so she doesn't mind letting Cirno snuggle since it feels cool.

Who knows maybe this is her when there is no one around, or she does this in the beginning of spring just once a year to console Cirno.

I always figured that Reimu is a genuinely kind person, she's just kind of stuck with a job she doesn't like and that makes her irritable.

I agree with you in a way. She has to do that job, true, but like one of my friends say, she's probably being nice without letting on she is, by being rough. Ah well, I just love this picture. I hope they make more soon.
