Innes is the only character that uses it, and she does so three times in the previous chapters. Another is her use of "Hmph..." which is used by her once, the messenger, and the "mysterious other" W is talking to in her E2 promotion record. It's a bit less obvious and maybe a little too subtle, but that's the thing about translation. Subtle details can be lost in the flow very easily.

The Chinese is a bit more subtle, with just a word being shared "命令" "order" rather than a whole phrase. Korean has 3 of the 4 phrases being the same.
Fair enough, JP might've jumped the gun a bit compared to the others. And I suppose it isn't 100% guaranteed until HG directly addresses it. I find all of it put together very compelling though, and HG tends to write like that.
I also struggle to find any other possible context for her E2 record.
