Wait a minute... So this basically means Yagami Light didn't actually die, but planned his "death" the entire time. He anticipated everything, including getting shot. After everyone thought he was dead, he snuck away with Ryuk to live his life elsewhere until things cooled down. Then he moved to a small town called Pallet, and changed his name to Ookido Yukinari! It went all according to plan! It all makes so much sense now.

Actually I can see some possiblities. The Death note rules, as I recall require you keen an image of the person you whose name you are writing down in your mind for the book to work (specifically to prevent duplicate names from being included) If you wrote down "Pickachu" it's a bit confusing what would happen as most Pikachu look more or less idetical. What I would imagine might happen is that it WOULD kill all Pikachu with two exceptions; 1. any "abberant" Pikachu which were visually dissimmilar from the pikachu archetype (off color, odd features (like the extra ear tuft the Pichu had in the 12th pokemon movie) or in any other way devianting (possibly incuding things like the "blind" surfing Pikachu from the TV show) from the standard (assuming you had the standard in mind when you wrote the name) and 2. Any Pikachu whose trainer had given it a name when they caught it (like Sparky from the TV show) Wild I'm not sure about it depends of whether you beieve a wild uncaght pokemon has a name or just a species.
Death Note rules are too silly to bother attempting a guess at. Wild Pokemon don't even technically have names, except those used by humans to categorize them, so writing down 'Pikachu' is arbitrary.
That won't work as planned. Oak should use blessed/uncursed scrolls of genocide from nethack instead.
