Water seems impossibly smooth. I'm leaning towards exceptionally photorealistic.
Still water is smooth, and that looks a lot more realistic than anything on photorealistic, plus there are no visible brushstrokes. Looking at the image at full resolution, it's clear there's much more detail than anybody would make by hand.

Also, there the fact that if you check the artist's twitter, it's listed he's a photographer, and this photo is also an NFT. But that would be a boring way of settling the question
It was around 4:00 a.m. on a day when the cherry blossoms were in full bloom, the sky was brightening and it was a beautiful blue hour sky. There was no wind, so I was able to capture the beautiful reflection without the river and the boat swaying. The river was filled with cherry blossom petals, and I was able to capture the beauty of Japanese spring in this one shot.
