KAITO looks more confused than hostile in the third panel, so I'd say it's more on Len's side.

Kaito is just being his usual, the too nice guy type, friends to everyone, loved by none.

It could also be that they were both trying to give Chibi-Miku the cookies, not Ruko.

I think it's more likely they were trying to give their things to Ruko, since Chibi Miku is seen giving her own sweets to Ruko, not simply taking Kaito's and sharing it.
