You're probably better off using Sussero S2 over Shining, easier to acquire, cheaper to raise, much more potent.

You also need an unit with over 3k health, that's the True Damage dealt every shelling.

The first thing I can came up to counter it is with is Mon3tr with Skill 2 Nian as a secondary Defender but I'm not sure

Thankfully, Mudrock's shields can eat the damage, as long they recharge on time. And people might have Ling's S3 dragons for bait.

Roberta can also be used to give damage negating shields to any operator of your choice, for those missing Mudrock, or you could give them to Mudrock.
