    Hmm... on a level of power Steven is the most powerful of the 5 champions. His pokemon levels when you meet him at Meteor Falls(Emerald) are in the high 70's. Cynthia's also around that area when you rebattle her in Platinum, though 2 of her pokemon are a level lower than his lowest levelled pokemon.
    Steven > Cynthia > Lance > Green >>>>>>>>>>>>>>> Wallace
    But if you count Red, while not in this selection, he's the strongest.

    Still, Cynthia's pokemon's IV are fu**ing 31 on every stat, so her low level pokemon might have better stats than someone else's higher level one. Also, GARchop with all 31 IV is quite the badass thing, and makes me thank God NPC trainers don't have any EVs XD
