Anyway, I don't think they're suppose to be bags. The bottom line is part of the eye outline (like Marisa's and Flandre's). I think her hair is just too close to the outline so it gives that baggy appearance.

Except Reimu wins all the time... Unless she is too lazy to fight... wait that's Yukari.
Reimu looks distinctly annoyed here, and if there's one thing we know about Reimu it's that like The Hulk she gets stronger the angrier she is. If Flan woke her up from her Hatsuyume just so they could have a danmaku fight she'd be angry enough to nuke the whole Gensokyo with one spellcard.
But if she was happy and well fed then yes, Flan would take her down with one hit.
I have to say this though: If Reimu can't take Flan down than neither can Marisa since Reimu has stronger plot armor and Master Spark always gets badly nerfed.
Sitting at the shrine all day drinking tea waiting for just something like this to happen, My ADHD kicked in good a while ago and now I know exactly how Reimu feels.
