I thought the Archangel's treatment of Azazel was a little harsh, but considering the fan theory that the Archangel is none other than Michael (whose job is basically Heaven's hatchetman), then it does make sense that their first instinct is "RETRIBUTION!" instead of "Hey, maybe we should give Azazel some counselling, have a talk and some tea, that style of thing."
