She is a Sarkaz girl, I have not seen much about her but I know that among the Sarkaz there are blood rituals not limited to vampires. Perhaps she needs the blood for that and not because she is a vampire, or vampires can have horns. Neither Warfarin nor Closure have horns, so I am more inclined to think she does a blood ritual.

The title of the encounter is "shackled bloodline", so my guess would be that it’s an ancient trait of vampires that was subsequently lost in the wider vampire population.
