The standard argument is that GF is lazy/underfunded/not tech-savvy/time-crunched. They didn't want to add more models into the game. They are already actively reducing the dex size and more Mega forms mean more models... although Gigantamax threw a wrench into that theory, by introducing forms that are good enough to be Mega themselves. Their behavior suggests that they aren't against more forms but just didn't want to go back to Megas for whatever reasons.
Maybe they thought Megas was to broken competitively so they stop it... If that's the case then it's a mission failed because Z-moves/Dynamaxing are in many ways more broken than Megas ever were.
Maybe it really is a simple case of artistic block; RIP Mega Flygon.
Looking at the gimmick mechanics after Mega Evolutions, I think GF are trying to introduce an alternative to Mega that is available to every Pokemons instead of selected few.
But why Mega isn't returning is still a mystery. Maybe they just don't want it to overshadow the new mechanic?

The simplest answer is 'limitations'. If they continue with Mega Evolution trend then with more gen passing they'd accrue numbers of non-Mega Pokemons that fans wanted to have Mega. Those backlog numbers will continue to inflate the more new Pokemons they create, so it'll serve as unnecessary burden to design team, not to mention they need to check all around the internet if someone already made designs that looks remotely as their own proposed design. Rather than doing that, those manpower are better used to create new things. Same thing with new pokemon names and designs, really, each of the new ones need to be named after through search of the internet if someone already created Fakemon with same name.
For example, I'm creating an evo line named Whimpaw - Woofus - Beatbark. These 3 are just names I thought on the spot, based on dogs. Yet now Pokemon Team now cannot use those three names unless they contacted me and ask for me to remove all traces of it from the internet. There's HUNDREDS OF THOUSANDS of these Fakemons out in the internet, each are active landmines.

Back with G-Max, I felt the excuse was "how do we give new forms to our superstar mons so we can sell more toys of them?" Pikachu and Meowth aren't fully evolved so letting them have Megas would open a whole new can of worms, and the Kanto starters already have Megas(especially Charizards' 2 Megas), so giving them yet more Megas would be an overkill.

For this I dunno, I've been saying it for years that Gamefreak should just have contests to let fanmade designs make it into the game, like let fan design 25-30% of each new gen. At least then not only would they be able to dodge having to actively avoid making designs that resemble Fakemons, they'd get so many great designs, appease the fanbase, and negate the usual complaint of "they're running out of ideas".
But I guess it'd just be a hassle to have to credit/pay the fans for those designs for every subsequent games said mons will ever appear in.
