Either that, or it's food. Maybe she's trying to make friends with it, considering Pikachu is an electric type. But that does look like the markings of a coin roll, so your probably right.

Nah, there was a TM for it on a pier to the East of Viridian and South of Lavender town. Pikachu was one of only a couple of Pokemon that could learn it at the time.
