While there are artists whose price are way too high for what they end up producing, a lot of artists underprice their art out of fear of scaring away potential customers, and with the amount of time/work required a high price is perfectly appropriate. afaik, the artist whose prices are "way too high" are those who already get so many commission requests that increasing their prices is a way to deal with the high influx. Ofc they could just limit the amount of commissions they take without increasing price but at the end of the day, as long as it's their own original work with no plagiarism and commissioners are happy, they're free to set whatever price they feel like. With how precarious this job generally is when freelance, they might as well do whatever they can to keep their head above water. Also higher prices per commissions means more possible free time not doing commissions and potentially focusing on improving the quality of their art instead.

It should be obvious that you are not entitled to get custom-made art for you. No-one complains about the extra-high price of getting clothes (or anything else) custom-made for them, wait till you learn about the standard prices for commercial commissions, next to those, even 200+ bucks commissions are relatively cheap.
You are on danbooru, where there is already more art than you can humanly browse through, for free, and its just a minuscule part of all of the art you can find on the internet. If you find unfair that you need to pay more than lunch-money to get something like that done following your personal tastes and instructions, you really need to grow up
