Right behind her right shoulder (her right, our left), you can just barely see part of a third tail. Also considering the position of the tails, one can suppose she has more then 3 tails here.

artists often stick to character traits, so people will know who they are. Rans happen to be multi-tails. in this pic she has no hat, if she had no tail ether, how would you know this is Ran, and not some other animal ear girl?

though I agree, the number of tails should represent age.
