Depends on the terrain and distance. Over flat ground in good weather the horse is clearly at an advantage, but over any sort of terrain the gap closes prodigiously and as temperature increases humans loose performance at a markedly slower rate then horses. Actually it's close enough that people were curious about it and have staged acutal races.

The longest running is a cross country 21 mile course in wales. The horses usually win, usually, but not always and they don't normally win by much.
