A little confused here. If the elves no longer want anything to do with her, why is she still going to be brought in?
This is just what I've taken from these pages, but it seems to me that if she'd have "just" been raped then they'd want nothing to do with her; the only reason anyone was even dispatched was because Elvin secrets were being revealed via the Singing Stones, so now they want to punish whoever it was that revealed said secrets.

It's the opposite. They wanted her in because they though she betrayed them, but now that she's been raped by humans ("Idlans"), she's now unwanted. Death or exile are the only solutions, no matter how battered she got.
