Nope, they're twin sisters Kyou and Ryou from Clannad (which is a game, anime, manga, etc.)

Not really, it's just the generic art style of this fan art. The 2 pairs of sisters look nothing alike. Also Kagami has twin tails and Tsukasa doesn't fluff her hair as much as Ryou.
