It's either bunny or froggy. Seeing that the duck on the right belongs to the bunny gang, i'm leaning more for bunny. Also froggy is too direct for sneaky tactics.

She isn't incapable of sneaky tactics. She's just bad at it, just like we see here in this image, in fact. I think now it's really her with the carrot since there is no way she would be absent in this zoo mini-arc, and I hadn't noticed that I didn't see her anywhere else in this pic until you pointed it out.
