Unfortunately, yes. Not everywhere, not all the time, but it's far from unheard of in larger cities.

I haven't seen it myself, but I've heard horror tales of delivery drivers who are on such tight schedules that they can't even stop at a gas station to relieve themselves.

The construction industry is a different story altogether. Drywallers in particular are notorious for pissing in bottles and leaving them all over the site, including hidden behind walls.

You see it pretty often if you help clean up a highway or the like.
