I'm actually not sure what the reference is. I mostly research the IJN or USS ships sometimes when something interesting comes up, but when it comes to HMS, RN, etc.. some are lost on me.

Damocles is a character from a fable based around his envy of his king's power and luxurious lifestyle. Said king offered to switch his existence with that of Damocles' for a day, which Damocles readily accepted. Long story short, after Damocles spent the day enjoying such privilege, he took a nap only to wake up with a sword over his head, held by a single horse hair. Damocles learned that being a king was not as gangster as he thought it would be.
Valiant's entire self-concept is as Elizabeth's rival and heir apparent. Valiant is so transparent in this regard that even Liz is completely wise to her intent. Valiant even has a in-game outfit titled "Queen Valiant I" where she achieved the same arrangement that Damocles did. Several chapters of Queen's Orders are dedicated to Valiant's experience of this day, and she discovered it's more work than anything else (and Liz gained a firmer understanding of how hard her staff works by working along with them.) In this strip here, this is a sort of gag gift by Liz to remind Valiant not to reach above her station.
Going a bit off-topic here, but the recently-passed Queen Elizabeth II willingly engaged in something similar when it came to her World War II service. Instead of simply putting on a uniform for the purposes of propaganda, she fully embraced her military role and contributed to the war effort by training and being certified as a diesel truck engine mechanic. Queen Elizabeth II put this knowledge to use later in her life by personally teaching each of her children how to drive, but how to also perform basic vehicle maintenance such as changing the oil. This is one of the myriad reasons why so many came to respect her and why they were so affected by her passing.
