It's the statue/fountain of the Three Goddesses located in front of Tracen Academy. Sometimes only two of them can be seen from a particular angle.
They are representations of the (IRL) Three Founding Stallions of the thoroughbred breed, the Byerley Turk, the Darley Arabian and the Godolphin Arabian. They also reference the various triple goddesses of real-life pantheons, in particular Hecate.
The statue can sometimes be seen in the anime, but they feature more prominently in the game in certain events, most (in)famously the breeding factor inheritance one when an uma 'inherits' traits/wills from two other umas.
