I feel that it should stay tagged as touhou. The whole picture is centered on that idea. The original tag and the absence of any character tags should at least hint anybody the idea that they are fan made.

We don't really have an ironclad rule regarding this sort of "not canon but intentionally made in the style of" phenomenon.
It appears that 東方オリジナル is an actual tag on Pixiv with over 300 images (plus more since this one wasn't tagged with it, though it's in the title). And I know I've seen instances of this before where we use the Touhou tag. Not just with Touhou, either - almost any large copy tag + chartags:0 is going to return results for made-up characters who aren't in the original work. I ran into some with Nanoha when I was cleaning up those, for example.
My decision is: leave both copyright tags. It's an original work very intentionally done in the style of Touhou character designs. Using both tags (and no char: tags) gets the point across clearly enough, and even if it doesn't there's this whole lovely comment discussion to clue people in.
