It's because, for the Japanese - especially girls - being that blunt about it is rude as hell. The usual rejection phrase is "I'm sorry", with the "I don't feel the same way about you" being left to implication.

THIS. Is why I enjoy being in Australia. I favor honesty above a lot of things. Even though blunt truths hurt. IMO it's still better than a huge lie.
