Well considering Cirno's sneezing freezes others and that those others would get back on cirno for freezing them (check Marisa for an example of this), Reimu may actually be making Cirno a favour by preventing her to freeze others by accident, so avoiding any possible smacking around the ice fairy because of this.

Reimu is saving Cirno from herself.
Simple as that.

The sneeze went out her ears.
