The quota is the work goal employees have to fulfill to get paid (here, number of salmon eggs secured). So he is actually doing them a favor by lowering the amount of eggs to bring back to get paid for the job. But if he treats all his workers as equally competent in his calculations (which he seems to), the team is screwed since they just lost the one who carried them to victory this whole time.
