To be fair, just because he can handle the sea like a shipgirl doesn't necessarily mean he can fight like one. At the very least, he's probably significantly squishier and less able to rely on buckets.

In the last chapter they showed Shigure's arm literally regrow after it was blown off. They're definitely more repairable.

Even if they could fight like Shipgirls, Admirals are a lot more expensive to train (especially in terms of time) than a ship's soul from the 40's
