Yeah, I realized that after the fact, but the way she contrasts it with ごはん in the previous panel makes me think she's referring to the specific dish. (Actually, looking back to the last comic, the picture that accompanies that usage of ねこまんま is pretty clearly of rice in a rice bowl with something sprinkled on top of it; maybe we should change that one too.)
