The canon tends to treat both Satori's "pets" more or less equally. Also, it would be weird for Kanako to speak to an ordinary crow instead of one of the youkai, even not considering the fact ZUN has stated that "Animals like Satori because she's the only one who understands what they think."

okay I see what you're getting at now. to play devils advocate, just having only a bird form doesn't necessarily make her not a yokai. she's still a hellraven regardless, and most importantly exactly in the position Kanako needed her to be for her plans, and I would assume she simply does not have enough power to assume a humanoid form without the boost from Kanako.
