If you're talking about NightcoreFan, I highly doubt they are NightcoreChase, and I think we should avoid giving any impression of suggesting they are without evidence. Being fans of nightcore is likely the only thing the two have in common with each other, as well as the 10 other Danbooru users with "nightcore" in their username.
Edit: Wait, it seems like we did have a sockpuppet: the uploader. And it was of NightcoreFan, too. I still don't think we can say they are NightcoreChase unless we can prove NightcoreChase both drew the image and uploaded it here.

I mean Anette (user #810100). They are a serial sockpuppeteer who, among other posts, often uploads unsourced nightcore arts here.
