Think about it, there are about 250 families of pokemon. If you allow to fuse any pokemon with any other, there will be 31,375 different possible fuses. Imagine designing that many.
I dunno, use it for certain pokemon that would look good "fused". Maybe with breeding or something along those lines. Breed the two special ones, and the egg hatches that or something... I dunno that would rock tho.

Nah they don't have to necessarily able to fuse, just make a pool of fuseable pokemon, think monster rancher. But Pseudo and Legendary have to be in there!
arent there a number of genderless pokemon? i forget how they apply to breeding but you could have them fuse instead of breeding it would make sense as well
