If a girl has antennae and they are weakly twitching, and her overall emotional state is depressed, it means that she is currently receiving a signal and has been for some time. Just wait for the signal reception to finish, and switch the position of the antennae to the transport position. To avoid such a state in the future, you can lock the antennae in the transport position (page 52, paragraph 2).
