This is about as much as I can tag. I think I got most of the copyrights but I missed many of the characters. The ones I've missed include but not limited to: The girl behind 2B (Looks like Maka Albarn from Soul Eater but I doubt it), all the Kimetsu no Yaiba characters, all the Blue Archive characters, a good number of people in the main crowd, several vtubers (like the crowd of people behind Hoshimachi Suisei), several people crossing the road on all crossings, as well as several Genshin characters.

Also, I'm not sure if I should tag their actions and kind of character (like catgirl for Nekomata Okayu) they are or not, feel free to I guess.

I'm 100% sure it is, I was actually thinking of tagging those two as well but I didn't, I'm not sure if I should.

I can help you identify some characters that I know.
- The photographing in the left near building entrance are Naruto, Sakura and Sasuke based on outfits they wore during Boruto.
- Right guy beside Tanjiro is Levy from Attack on Titan.
- Guy who stands behide Levi is Thorfinn from Vinland Saga.
- The guy behide 2B is 9S from the same game Nier;Automata.
- The group of girls behide Kessoku band on the crossroad are came from Zutomayo songs. The cat girl which you guessing Okayu is from Study Me, the pair of mother and child are from Darken, and the last two in exercise outfits are from Gira Gira.
- A car behide Amiya's group seems to be Toyota AE86 from Initial D.

The 3 characters in between Violet and Amelia Watson are all related to the music producer Porter Robinson. The character with the white shirt and red scarf next to Violet is an original character from the music video of Porter Robinson's song "Musician" and the girl next to him is Rin from the song "Shelter" which has a music video produced by A-1 Pictures. The character beside her is based on an illustration depicting Porter Robinson himself from his VOCALOID6 voicebank. idk how you would tag them on here, but you can verify all this just from going to his youtube channel here: https://www.youtube.com/@porterrobinson/

I added the five ZUTOMAYO characters in the top right and Odokawa Hiroshi in his taxi. Also updated all the notes to be more uniform and link to the different pages!

Looks like the last character to be identified is the police/security guard looking character at the corner of the building, surrounded by some of the Blue Archive girls, just below the word "Arch".
I'll concede if it turns out to just be a random security guard making sure the Blue Archive guns are only props.
